Acquisition

 

No franchise may have more than five eligible players on their minor league roster at one time.

 

Any player, foreign or domestic, minor or major leaguer, may be claimed from free agency or waivers at any time that rosters are unfrozen by league rule. If a player is not yet available within the league's host software, that player may be claimed by posting to the league message board of the league host website.

 

Eligibility (Major Revision effective 1/25/13)

 

Eligibility for placement

 

All players placed in the minor leagues must currently be eligible for Rookie of the Year. The only exception is for players retained on their owner's minor league roster during the previous off-season; they may remain on the minor league roster indefinitely after their retention but once placed on an active roster these players who have expired their Rookie of the Year eligibility in the previous season are no longer eligible to return to the minor league roster at any point in the season. 

 

Note that having played for another team during any previous season has no effect on whether a player can be placed in the minors. Since the player was not eligible for retention, all owners would must have had a chance to acquire the player via draft or trade.

 

Eligibility For retention

 

To be eligible for retention as a minor leaguer heading into the offseason, a player must not have been on the owner's active roster.  Minor league players may be retained indefinitely if this lone requirement is satisfied.

 

  • He must not have accumulated stats on any owner's roster during the completed season.
  • He must have been eligible for the Rookie of the Year award during the just completed season. If an acquired player's eligibility for the Rookie of the Year award lapses during a season, he may be retained through the coming off-season.
  • He must be eligible to be placed on a minor league roster on the last day of the season (based on eligibility for placement rules in the previous section).

 

Retained minor-league players will be evaluated for retention eligibility before the off-season begins. Owners will be apprised of the eligibility status of their minor league players as close to the end of the playoffs as possible.  If an owner has players on its active roster that are eligible for retention in the minors, it is the owner's responsibility to bring this to the attention of the commissioner so that these players are also evaluated for retention eligibility.  Failure to do so may result in this player not being eligible for retention based on the sole discretion of the commissioner.  Minor league eligibility retention will be posted to the wiki site after the evaluation by the commissioner is complete.  Should an owner have more than 5 eligible players, the owner must declare at the time of the supplemental protection deadline which 5 players that owner will retain.  If an owner fails to do this, only the players in the owner's minor league roster at the end of the year will be retained and the others will be available to the league during the supplemental and regular drafts.

 

Extension Option

 

This option is intended to provide a longer eligibility period for Minors to remain on an Owner’s roster beyond the allowance outlined in the "Eligibility for Retention" section above. The intent is to allow for more time for Minors to develop their skills and experience. This provision is optional to an Owner, and there is a draft pick cost associated with this option.

 

1. At the time of supplemental draft player protection designation, an owner can declare a post-ROY eligible player previously on a minor league roster according to the rules for eligibility and retention of the league to be eligible to be retained as a minor-leaguer through the full draft (essentially keeping an extra player in addition to his base number of initial keepers).

 

2. If this option is selected, the owner forfeits his third move in the supplemental draft (as he will select the player with that supplemental pick) AS WELL AS a selection in the regular draft in exchange for a pick at the end of the draft (round 26).

A. The first year that this is done for a particular player costs the owner a 20th round selection (Stage #1).

B. The second year that this is done for a particular player costs the owner a 15th round selection (Stage #2).

C. The third year that this is done for a particular player costs the owner a 10th round selection (Stage #3).

D. Should an Owner not have a respective round selection in 2A, 2B or 2C above, the next earlier available round selection will be substituted.

D. The player is not eligible to be retained after three years.

 

3. The current requirement that this player must not have ever been on any team's active roster remains intact and is a continuing requirement of this new option.

 

Trades

 

Minor league players are the same as any other asset in the Fans of the ACC league, and the same rules apply to them. They may be traded as an asset, either directly or as future considerations.

 

Trading a minor league player does not effect a player's eligibility for retention. If a player has been retained by an owner as a minor league keeper in the previous season, that player may be traded to a new franchise with their eligibility for minor league placement intact.

 

Special protected status

 

Minor leaguers selected for retention may not be selected in either the supplemental or official draft.

 

Responsibilities

 

In short, your roster is your own responsibility.

 

As it is possible for players to be claimed in our software before they are generally available in the CBS universe, it is the claiming owner's responsibility to ensure that the claimed player is not on another owner's roster.

 

Infractions

 

The commissioner will review service time on all rosters after the season to determine if any infractions have been made during the year.

 

Any owners abusing their minor league roster during the year can expect to suffer roster invalidation for those days on which they had an illegal roster, losing rights to any players involved, both, or something further agreed upon by the league.
