Timing and Mechanics

 

Year One

 

Before the start of the 2007 Major League Baseball season, prior to the supplemental draft, the inaugural Minor League draft will take place in the Fans Of The ACC league. Draft order will be in inverse order of league standing from 2006. The draft will be three rounds long and will snake.

 

Subsequent Years

 

Minor league eligible players can be selected from free agency at any time and traded among franchises. After the initial assignment draft, no further draft shall occur.

 

Eligibility

 

Acquisition

 

Any human being not already on another franchise's roster may be added as a minor league player. The player may be in college, overseas, in the minor leagues, or even a major leaguer eligible under the Current Year eligibility rules.

 

Current Year eligibility

 

All players on franchise minor league rosters must be eligible for Rookie of the Year during the current season of play.

 

Note that this means the year that players lose their ROY eligibility, they may remain on the roster that entire year. As an example, Hanley Ramirez would be eligible for the minor leagues throughout the 2006 MLB season.

 

Eligibility For Retention

 

Placing a player on your active roster during the year means that you may not keep them as a minor-league keeper for the next year. For example, consider Andrew Miller at the end of the 2006 season. Since he pitched only 11 innings in 2006, he would be eligible for placement on the minor league roster throughout the 2007 season. If, however, his owner placed him on the active roster for one of his relief appearances in 2006, then he would not be eligible for retention on the minor league roster for the 2007 season.

 

Retained minor-league players will be evaluated for retention eligibility during the off-season. Owners will be apprised of the eligibility status of their minor league players as close to the end of the playoffs as possible.

 

Acquisition

 

After the initial assignment draft, any eligible, unclaimed player may be claimed at any time by any owner.

 

Retention

 

Minor-league players remain on an owner's roster until such time as they are released, traded, or are no longer eligible.

 

Trading and Other Considerations

 

Minor league players are the same as any other asset in the Fans of the ACC league, and the same rules apply to them. In addition, minor league players can be selected in the supplemental draft, the same as players currently in the majors.
