Supplemental Draft
Just as Major League Baseball requires its franchises in larger markets to share revenue with smaller market clubs to promote the competitive nature of the game, this league requires its franchises that are loaded with talent to share some of that talent with the clubs that are below them. This requirement is carried out through the annual Supplemental Draft.
The goal of the Supplemental Draft is to give owners an opportunity to improve their crop of keepers to enter the new season with. This is basically a “take from the rich, and give to the poor” exercise. The league utilizes this feature so that no franchise remains in substantially poor standing for several years in a row. The Supplemental Draft will take place one month prior to the Official Draft.
Pre-Draft Protected Players
Each owner will protect six players on his roster at the time of the Supplemental Draft. No other owner is allowed to select any of these protected players in the Supplemental Draft, meaning they are guaranteed to remain on that owner’s roster. The protected players must be submitted to the league ten days prior to the Supplemental Draft. The list of protected players will be made available to all owners immediately.
Draft Order
The Supplemental Draft has three rounds. The draft order of the first round is determined by reverse standings from the previous season. If a steel cage match is not feasible, ties are to be broken by a method of the commissioner's choosing with a goal of randomness. Subsequent rounds will then use this same order.
Player Selection
When an owner is on the clock, he can choose any player that is not protected. The owner may select a player from his own team if he wishes to keep that player, or may select a player from another franchises roster. This should allow franchises with lower quality keepers to acquire some very high quality talent while allowing franchises with high quality keepers to retain as much talent as is possible.
If an owner selects a player from another franchise, the owner of that other franchise loses the player. The each time an owner loses a player, he has an option to protect up to one additional players from his roster so that player can not also be taken. When an owner decides to exercise this option, he forgoes his latest remaining pick in the Supplemental Draft.
For example, if the Maryland franchise has the first pick in the Supplemental Draft and selects a player from the Miami franchise, the following things happen. The player selected leaves the Miami roster and joins the Maryland roster, the Miami owner decides whether to protect one of his own players so that nobody else can take him in the Supplemental Draft, and the Miami franchise forgoes his latest remaining pick if he decided to protect a player.
Note that players may only be drafted once in the Supplemental Draft. This means if one team drafts a player, another team may not steal them away after the fact.
Within 2 days of the completion of the supplemental draft, owners have the right to add one additional player from their own roster to the keeper list. Therefore, the overall keepers could be as high as 10 per team after the supplemental (6 prior to the supplemental; 3 at the supplemental; and 1 after the supplemental). This would only allow owner's to keep an additional player from their own roster, as it is intended to reward an owner who possesses additional depth going into the season. After two days, this additional benefit is forfeited, as this rule is not intended to delay the fixing of keepers going into the regular portion of the draft.
Official Draft
Teams are drafted through the league host at the beginning of each Major League season. The draft order will have been previously determined at the start of the off-season activity.
The live draft is to be held at a time when all owners are able to attend, as close to the beginning of the regular season as possible. If there is no time when all owners are able to attend, an extended on-line draft will be held over the course of multiple days.
Any mistakes will be fixed via waivers and trades. The Major League season generally begins on approximately April 1 of each year. The “Fans of the ACC” Official Draft is held as close to the start of the Major League season as possible, without being on or after that day. Usually the draft is held a week ahead of time to correct any errors before opening day.
