Constitution Revision Proposal

Proposed Change
I propose that the LeagueRulesRevised page be adopted as our governing document. Further, I propose that the current LeagueRules page be moved to a LeagueRulesArchive page. All appropriate page renaming shall also occur to ensure that current league rules appear as such.
Rationale
The original constitution for the league was a great document to bring together such a group of interested and involved owners. At times, however, the document was not organized in a way that kept information in one place. In addition, with our move from ESPN to CBS Sportsline and our stable ownership group has led to portions of the constitution being either outdated or irrelevant. It was my goal to remove this cruft and to keep our constitution as healthy as can be.
Summary of Changes
There are various reorganizations, like moving all discussion of communication requirements to a single page, rules and examples of trading are now on a single page, etc.
- Reduced the franchise fee from $110 to $100, since we no longer require a hosting fee.
- Adding a section to explicitly allow an owner to use a vacant franchise name.
- Added some clarity to the language around revocation of franchise licenses in the Ownership section.
- Replaced all references to ESPN.com to a reference to a new page that governs which website hosts our fantasy competition each year.
- Introduced language describing the unfreezing of rosters in the off-season when there are no new owners to match what we have just done this off-season.
